With 56 of the attending members placing a vote, Duke freshman Kyle Singler of Medford, Ore., received 36, earning him the title of conference pre-season ROY.
Singler's 36 votes more than doubled NC State's J.J. Hickson, who finished second in the balloting.
Duke freshman guard Nolan Smith of Upper Marlboro, Md., also received five votes, placing him third on the list.
Singler, who was rated as the nation's fifth best high school player last season by Rivals.com, is considered by Duke coach Mike Krzyzewski to be his team's most "well-rounded" player.
